Realignment and Congressional Deference to Trump

Abstract

Congress under the Trump administration is seen as compliant with Trump because he is intimidating members. This neglects the increased congruence of presidential and congressional electoral bases. Donald Trump is the beneficiary of a realignment that took decades and has brought about a high degree of geographical overlap of the two bases. This analysis tracks that process from 1948 to 2024. It has produced a situation in which policy concerns overlap and encourage congressional compliance.
