Abstract
The Tzahal Expeditionary Command (TEC) is a proposed maritime-centered maneuver force designed to fill the missing middle tier in the Israel Defense Forces (IDF) between small special operations units and large mobilized divisions. It addresses the problem of strategic compression—the erosion of deterrence caused by simultaneous, multi-front pressure from hybrid adversaries. TEC integrates rapid mobility, deception, and AI-driven learning to project controlled force from the sea, disrupting enemy operations before escalation reaches Israeli territory. Its purpose is not territorial conquest but coercive maneuver: the ability to appear, strike, and withdraw faster than adversaries can adapt. By institutionalizing deception and autonomous coordination, TEC transforms the sea into an active domain of deterrence, giving Israel operational flexibility long absent from its force structure. It marks a doctrinal shift from fortress defense to systemic disruption, aligning Israel with maritime powers that derive resilience from initiative and maneuver rather than static defense.
