The Inverted Congressional Coalitions Behind Biden’s 2024 Withdrawal and Harris’s Nomination

Democratic members of Congress were the key constituency that pres- sured President Biden to withdraw from the 2024 presidential election and quickly consolidated Harris’s nomination. But were the forces pushing for Biden’s withdrawal also responsible for the near-instant consolidation behind Kamala Harris? An event history analysis of 263 Democratic members of Congress shows that the two outcomes followed separate calculi. Collective incentives mattered far more than personal incentives in driving Biden opposition: Biden’s declining poll numbers drove congressional opposition, while personal policy alignment and CBC membership shaped who stayed silent; personal electoral incentives show no independent influence. Harris’s consolidation followed different rules: members more aligned with Biden’s administration, in safer seats, and not facing election endorsed Harris fastest. In short, it was not a palace coup; collective viability largely drove calls for Biden to step down, but a different mix of individual incentives explains the rally behind his successor.
